Payroll Supervisor
Location: Dallas area, TX

The Payroll Supervisor will manage the activities of 5 or more payroll associates within a centralized payroll department in carrying out responsibility for payroll preparation/processing. Also, responsible for ensuring that payroll reports, funds distribution and spreadsheets are accurate and ensure that the company meets the terms and policies of the payroll tax laws as well as tax reporting, payroll system maintenance in compliance with DOL, ERISA, IRS, SSA, state and local regulations, maintaining business accounts with local and state tax authorities, as well as policy and procedure development and managing reporting. Operates as the subject matter expert and escalation point to resolve issues and continuously looks for improvements in operational processes and designs and implements those initiatives. Optimizes the contribution of the team through coaching, counseling and implements workable solutions to business issues/problems with minimum referral to management.

Process ADP Payroll for approx. 10,500 weekly multi-state employees and approx. 700 semimonthly corporate multi-state employees.
Ensures the accuracy and timeliness of payroll processing and continues improvement in accuracy and efficiency.
Designs and maintains effective internal controls for the payroll function.
Reviews payroll preview reports during weekly and semimonthly payroll prepared by payroll associates.
Conducts audits prior to final processing of payroll.
Acts as the subject matter expert on payroll processes and procedures, including, but not limited to, extra on-cycle payrolls, off-cycle payrolls, quarter and year end processing, manual adjustments, retro-calculations, tax issues, and issues relating to additions, changes and/or updates.
Prepare and distribute weekly/monthly payroll related reports.
Sets-up and maintains state unemployment taxes and state income tax accounts; and reviews quarterly payroll related tax filings. Monitors all payroll tax setups, compliance, filings, payments and reporting requirements, including annual W-2 processing and distribution. Responsible for contact with federal, state and local tax authorities as required.
Interface with field staff for payroll processing strategies.
Interpret day-to-day business objectives and preparation/execution of operational practices/work programs.
Supervise Payroll staff and fill in for the manager as needed and prepare work schedules to ensure appropriate coverage.
Assist in monitoring workload and evaluate direct reports and may review the evaluations/development plans of others.
Ensure team members acquire necessary skills and performance attributes, in line with business and personal development needs.
Provide guidance to and shares knowledge with colleagues'/team members relating to own specialization.
Assist Payroll manager to create annual team objectives.
Escalate potential problematic issues to Payroll manager.
Directs work within clear budgetary guidelines.
Participates in interview process for new hires into Payroll roles.
Defines standards and reusable approaches within the Payroll operational framework.
Train team members on new or enhanced operation procedures and policies.
Identify process improvement initiatives and define standards for new processes.
Approve and fund manual off-cycle manual check payments.
Implement and maintain compliance measures relating to Federal, State, local and jurisdictional tax and Wage and Hour laws.
May be accountable for ongoing management of effective client service relationships and outsourcing of payroll processes.

Requirements:
Bachelor's degree in finance and accounting or Bachelor's degree with relevant payroll experience required.
Minimum of 5 years of strong hands-on payroll experience.
Minimum of 5 years of fast paced customer service experience.
Minimum of 5 years of payroll tax and payroll compliance experience.
Strong Excel skills as well as all other Microsoft Office products.
Experience supervising a staff of 3 or more required.
ADP Enterprise payroll experience (5,000+ associates in multiple states).
Workday experience a plus.
Experience in budget development, general ledger, accrual accounting and management.
Ability to effectively supervise team members and work as a member of that team and organize work activities for other members of that team.
Demonstrated coaching/mentoring skills and issue management problem solving skills.
Strong organization skills, attention to detail and follow through to resolve any outstanding issues.
Strong written and verbal communication skills; appropriately communicates with all levels of customers from assistants to Sr. Executives.
Ability & interest in training other team members.
Knowledge of tax reciprocity rules and regulations.
